Article Processing Charge (APC)

Horizon Multidisciplinary Scientific Journal (HMSJ) is an open-access, peer-reviewed journal committed to ensuring the wide dissemination of scholarly research. To support editorial management, peer review administration, production, online publication, archiving, and journal maintenance, an Article Processing Charge (APC) is applied to accepted manuscripts.

  • Authors from Azerbaijan: 30 AZN
  • International Authors: 30 USD

Submission and Review Fees

The journal does not charge any fees for manuscript submission, initial screening, or peer review. Authors may submit their manuscripts free of charge.

When is the APC Charged?

The APC is charged only after a manuscript has successfully completed the peer-review process and has been formally accepted for publication.

Payment of the APC does not influence editorial decisions. Editorial evaluation and peer review are conducted independently and solely on the basis of academic quality, originality, relevance, and scientific merit.

What Does the APC Cover?

The APC contributes to the costs associated with:

  • Editorial processing and manuscript management;
  • Double-blind peer review administration;
  • Copyediting and language editing (where applicable);
  • Typesetting and layout preparation;
  • DOI registration and maintenance;
  • Online publication and hosting;
  • Digital preservation and archiving;
  • Website maintenance and technical support;
  • Indexing and dissemination services;
  • Long-term accessibility of published content.

Waiver and Discount Policy

The journal is committed to supporting researchers with limited financial resources.

Full or partial APC waivers may be granted in the following circumstances:

  • Authors from low-income or lower-middle-income countries;
  • Invited authors;
  • Early-career researchers and doctoral students;
  • Special cases approved by the Editorial Board.

Requests for APC waivers or discounts must be submitted before publication and will be evaluated individually.

Payment Methods

Payment instructions will be provided upon acceptance of the manuscript. Payments may be made through bank transfer or other payment methods approved by the Editorial Office.

Refund Policy

APC payments are generally non-refundable once the article has been published.

However, if publication cannot be completed due to reasons attributable to the journal, a full or partial refund may be considered at the discretion of the Editorial Board.

Transparency and Editorial Independence

The journal maintains a strict separation between editorial decisions and financial matters. Payment of APCs does not guarantee publication, and all submissions are subject to the journal’s editorial policies, ethical standards, and double-blind peer-review process.
