AZERBAIJAN-TURKEY RELATIONS (2000–2020): FROM STRATEGIC PARTNERSHIP TO ALLIANCE

The article comprehensively studies the dynamics of the multifaceted strategic partnership and alliance relations formed between the Republic of Azerbaijan and the Republic of Turkey during 2000–2020, the contractual-legal basis, transnational energy and transport-logistics projects, military-strategic cooperation mechanisms, and cultural-humanitarian integration processes. In the first two decades of the 21st century, bilateral relations based on the formula of the National Leader Heydar Aliyev “One nation, two states” were transferred to the institutional level through the High-Level Strategic Cooperation Council (HLSC) and strengthened on geoeconomic pillars with the Baku-Tbilisi-Ceyhan, Baku-Tbilisi-Erzurum, TANAP and Baku-Tbilisi-Kars mega projects. In particular, the adaptation of the Azerbaijani Armed Forces to the Turkish Armed Forces (TAF) model, joint military exercises and integration in the defense industry (UAV technologies) created an important military-technical and doctrinal basis for the Victory in the 44-day Patriotic War of 2020. The article also scientifically analyzes the political-strategic impact mechanisms of cultural-humanitarian relations through the Nakhchivan Agreement (2009) and the Turkic Council, TURKSOY, YTB.
